Driver’s Licence For Foreigners


Driving your own car to get around the city or out of town is often a necessity when living in the Philippines. For expats, if you have a valid foreign driver’s licence, you can use it in the Philippines within 90 days from date of arrival. After that, you may convert your foreign driver’s licence into Philippine driver’s licence. If your foreign licence is valid (not expired), it may be converted to Philippine licence without exam. For expired foreign licence, one would be required to take the written/practical exams.

Also, here in the Philippines, foreigners can apply for both a Philippine driver’s licence and an International Driver’s Licence. For the latter, there is a private company that caters the issuance of International Driving Permit. This company is called Automotive Association of the Philippines (APP). More on this topic later.

I. International Driving Permit Application

APP is the oldest automobile club in the Philippines and they can assist foreigners who wish to apply for a Philippine International Driving Permit (PIDP).


What is a PIDP for? This permit allows citizens of a foreign country with a valid driver’s licence to drive while travelling in a foreign country. Here’s how you can get one through APP.



  1.  Fill up membership application form
  2.  Submit one 2″x2″ or passport size color ID picture, white background
  3.  P2,000 membership fee

Submit the form with your payment and 2″x2″ ID picture at the nearest AAP office or you may email it at or fax at 655-1878.


For foreign nationals, dual citizens and Filipino citizens born in other countries, present the original passport plus photocopies of pages showing identification and date of last arrival. If you are a permanent resident, present your passport and/or Alien Certificate Registration along with requirements no. 1 and 2.

II. Conversion of (Non-Professional) Foreign licence to Philippine Driver’s licence


  1. Original and one (1) photocopy of valid foreign licence. If the foreign Driver’s licence is not in English Language, the applicant should submit an Official English translation from the local Embassy of the issuing country.
  2. Original machine copy of valid passport showing the latest date of arrival in the Philippines of the foreign applicant.
  3. Original and machine copy of valid visa or Alien Certificate of Registration (ACR) if the foreign applicant temporarily resides in the Philippines.
  4. Original copy of Medical Certificate with Official Receipt issued by an LTO accredited or government Physician.
  5. Negative drug test result issued by DOH accredited Drug Testing Center or Government Hospitals
  6. Duly accomplished Application for Driver’s licence (ADL). [Download this form here]
  7. Taxpayer’s Identification Number (TIN), if EMPLOYED, (In compliance to Executive Order 98 & MC ACL-2009-1251)
  8. If Foreign licence is expired, applicant shall undergo written and practical examinations.




  1. Proceed to the Customer Service Counter to get your checklist of requirements and secure a Driver’s licence Application Form. (This form is available for download here. You can accomplish this form prior to transacting your business at the LTO.) Get a queue number and wait for your number to be called.
  2. When your number is called, proceed to evaluator counter and submit all the required documents and have it checked for completeness and authenticity.
  3. Proceed to the Photo taking /Signature Area to have your picture and signature taken when your name is called.
  4. Proceed to the Cashier when your name is called to pay the application fee.
  5. Proceed to the Examination Room for the lecture and written exam.
  6. After passing the written examination, wait for your name to be called for the practical exam.
  7. After passing the practical examination, proceed to the Cashier when your name is called for payment of necessary fees and obtain an Official Receipt.
  8. Proceed to the Releasing Counter, present the Official Receipt and claim the Card type licence.

III. Renewal of Non-Professional Driver’s licence (Philippines)




  •  Properly Accomplished Application for Driver’s licence (optional for plain renewal)
  •  Medical Certificate issued by any licenced physician practicing in the Philippines
  •  Current or Expired licence





  •  submit his/her driver’s licence to the Evaluator together with the Medical Certificate, without asking for the official receipt of the same.
  •  checks and confirms the details of his licence and personal data on the screen and shall be informed of the appropriate fees to be paid.

        If the applicant confirms that all data are correct, he shall proceed to Window 3.

        If a correction or revision of record is necessary, the applicant shall be advised to fill up an Application for Driver’s licence (ADL) which must be made readily available in

        Window 1, and submit it to Window 2.



  •  submit his/her driver’s licence or if driver’s licence was lost, an affidavit of loss together with the completely filled up ADL and Medical Certificate
  •  checks and confirms the details of his/her licence and personal data after the evaluator has entered the applicable transactions and will be informed of the appropriate fees

        to be paid.



In the case of miscellaneous transactions only, the Approving Officer shall approve the transaction.



The applicant shall pay the corresponding fees.



Applicant receives his/her licence together with the Official receipt upon writing his/her name and affixing signature on the Logsheet.  The expired licence card shall also be returned to the applicant.

  1. Haven’t they changed the rules? I think now you have to be resident in RP for a year before being able to obtain a local licence. I wonder if the International licence is a work-around for this?
